🎓 How to Apply from TOT and Frontline Territories

If you live in temporarily occupied territories or in a combat zone, you have the right to simplified admission in 2025 — under the so-called quota-2. This means:

  • You can apply for state-funded positions through a special procedure
  • Simplified document verification
  • Support at all stages

This is provided for by the official admission rules and Ministry of Education and Science Order №271.

💡Important: If you wish, you can also apply under general conditions — the choice is yours.

👨‍🎓 Who can apply under quota-2?

You can use quota-2 if:

  • You are registered or actually live in temporarily occupied territories or in localities where hostilities are taking place
  • This is confirmed as of any date from June 1 to September 30, 2025
  • Or your city/village was liberated after January 1, 2025, and you are still there or have already relocated from it
Important: You can submit documents and complete the admission process in person or remotely — you choose what’s more convenient.

📚 How it works:

  1. Choose a university or college where you want to study
  2. Contact the Education Center 'Crimea-Ukraine' or 'Donbas-Ukraine' that operates at this institution
  3. Centers operate from June 1 to September 30, contacts are available on the institution's website or on the Ministry of Education website

💡 Those who can apply are from:

  • TOT of Crimea and Sevastopol
  • Parts of Luhansk, Donetsk, Kharkiv, Zaporizhzhia, Kherson, and Mykolaiv regions where hostilities are ongoing

The list of territories is officially defined by the Ministry of Energy Order №376 dated 28.02.2025

📝 Entrance Examinations

What you need to take depends on whether you have a Ukrainian certificate of complete general secondary education.

If you don't have a Ukrainian certificate:

  1. Ukrainian language — at school (authorized institution)
  2. History of Ukraine — at the same place
  3. Mathematics — at a higher education institution (HEI)
  4. Subject of choice — at the HEI, in the form of an interview

If you have a Ukrainian certificate:

Only 2 exams at the HEI:

  1. Mathematics — at a higher education institution (HEI)
  2. Subject of choice — at the HEI, in the form of an interview

If you choose a creative program (design, art, etc.):

A creative competition is added to the interview.

If you cannot come in person — exams or creative competitions can be completed remotely, with video recording.

Important: The video of the creative competition is not published anywhere — it is stored only for verification by the admissions committee.

For admission to a college or technical school:

Everything is simpler here — you take one entrance examination:

This can be a test, interview, or competition of abilities (creative or sports) — depending on the institution.

📋 Required Documents

To apply through the Education Center, prepare a standard set of documents. Most of them are straightforward, some are optional or if available.

What you need:

  1. Application for admission
  2. External testing certificate (ZNO) or NMT — optional, if available
  3. IDP certificate — if available, not mandatory
  4. Identity document (passport, ID card). If not available — a birth certificate is sufficient
  5. 4 color photos 3×4 cm
  6. Education document (certificate/diploma) and supplement — if available
  7. Certificate of annual assessment and state final attestation — if the education document is not yet available
💡 Note: If you have a certificate of annual assessment and state final attestation, you can apply even without ZNO or NMT certificates.

💡 If you don't have a Ukrainian certificate or diploma — you can only apply to the institution through whose Education Center you started the admission process.
📥 Through the Education Center, you can submit up to 5 applications to one university or college.

Application Deadlines

For university admission:

📅 Stage I — state-funded positions:

From July 19 to August 1 (until 18:00)

📅 Stage II — contract with the possibility of transfer to state-funded:

From July 19 to September 23

💡 Registration for interviews and creative competitions starts on July 3.

For college and technical school admission:

📅 Stage I — state-funded positions:

From July 1 to July 23 (until 18:00)

📅 Stage II — contract with the possibility of transfer to state-funded:

From July 24 to September 30

If you don't yet have a Ukrainian certificate or education document — contact the Education Center starting from June 1 to complete all formalities in time.

Enrollment

After you are recommended for enrollment — you need to submit original documents.

Deadline for submitting originals:

🎓 For state-funded positions: up to 6 months from the start of studies

🏢 For contract positions: up to 3 months

If you don't submit documents or sign the contract on time — your enrollment will be canceled.

How to sign the contract:

  • For university admission — can be done remotely using a qualified electronic signature (QES)
  • For college/technical school admission — the contract can be signed remotely without a QES

Important information:

🔒 Names in rankings and orders are encoded — your anonymity is preserved.

📩 If you cannot submit documents in person — you can send scans to the Education Center's email.
