Step by step: how to create an applicant account and what comes next.

Do you get a state-funded place? Build your application list (your list of institutions and specialties) in the — and see where you actually get in.
The EDBO applicant’s electronic account is the thing without which you cannot submit a single bachelor’s application in 2026. Registration is already open: the accounts went live on 1 July, and applications to higher education institutions can be submitted from 19 July. Below, step by step, is how to create an account, what to prepare in advance and what to do straight after registering.
If you are short of time, here is the gist. The details of each point follow later in the article.
Important from the outset. Once you have submitted your first application, changing the details in your account is impossible. So check all your scores, document details and personal data before you apply, not after.
What EDBO is. EDBO is the Unified State Electronic Database on Education, which holds the data on your school certificate and your NMT results (the national multi-subject test that replaced the EIT). The applicant’s electronic account is your personal way into that database: here you see your scores, submit applications to institutions and follow the status of your admission.

The applicant’s electronic account is a personal online account at vstup.edbo.gov.ua through which you submit bachelor’s applications and manage your admission. Without it you cannot apply electronically, and in 2026 electronic submission is the default route for almost everyone. The account itself physically lives on the cabinet.edbo.gov.ua domain, but you enter it from the main admission portal.
The account does three things. First, it shows your NMT scores, which are pulled through automatically from EDBO — you do not have to enter them by hand. Second, it lets you submit up to 10 applications to different institutions and specialties. Third, it shows the status of each application — from “Registered” to “Recommended for enrollment”.
For a bachelor’s degree on the basis of year 11, choose the higher education account specifically — there are separate accounts for professional pre-higher education (college after year 9) and vocational education. These are different systems with different deadlines, so do not mix them up.
By default all bachelor’s applicants register an electronic account — for state-funded and fee-paying places alike, and even those applying without the NMT (in which case identification goes by identity document or tax number). Registration for an interview or a creative competition also goes through the account, not automatically “on paper”.
A paper application is submitted in person to the admissions committee only in the clearly defined exceptions of the 2026 Admission Procedure (approved by Ministry of Education and Science Order No. 373). Here they are:
A separate case is when your details do not match those in EDBO. Then you have to register in person at the consultation centre of any institution: an operator will enter or correct the details in the database. More on this in the section on mistakes.
Before registering, prepare seven things: a working email address, a password, your NMT certificate(s), your school certificate, an identity document (or tax number), a +380 phone number and a 3×4 photo. If everything is to hand, the form takes a few minutes; if you have to hunt for your certificate or compress a photo, it stretches out over days.
mail.ru and yandex.ru are blocked. Gmail, Ukr.net and Meta.ua all work. You do not have to upload scans of your school certificate or its supplement. During registration you enter only the details of the documents (series and number) — the rest is pulled through from EDBO. The only file you upload is a photo of your face.
To register an account, fill in one form at vstup.edbo.gov.ua and activate it through the link in the email. Below is every step, so that you do not get stuck on a single field.
Go to vstup.edbo.gov.ua and press the yellow “Applicant’s electronic account” button (it is active from 1 July). In the window that opens, press the blue “Register” button. Choose the higher education account if you are applying for a bachelor’s degree after year 11.
Enter your personal email address — it is the one that becomes your login, so check it for mistakes. The system immediately checks the email for duplicates: one email, one account. Think up a password. Choose your route from the list: after year 11 (on the basis of a school certificate) or on the basis of a college diploma.
Fill in the fields: the number, PIN code and year of your NMT certificate; the series and number of your school certificate; the type, series and number of your identity document, or your tax number. If you have no NMT certificate (certain categories of applicants), tick the corresponding box and enter your identity document details. Check everything character by character and press “Register”.
An email with an activation link arrives at the address you gave. Follow it within about 15 minutes — otherwise the link expires and you have to go through registration again. No email? Check the “Spam” and “Promotions” folders, then resend it from the login form.
Log into your account with your login (email) and password. Enter a contact phone number in +380 format and confirm it (for a foreign number, untick “Ukraine” and give the country code). Upload a colour 3×4 photo in JPG or PNG format, up to 1 MB.
Make sure your NMT scores have been pulled through from EDBO correctly and that your education documents appear without errors. Add certificates from previous years if you need to. This is the last moment when everything can be corrected: once you submit your first application, the account closes to changes.
Almost all the problems at registration come down to six or seven typical mistakes, and each has a specific solution. Run your eye over the table before anything goes wrong.
Creating the account is the front door, not the finish line. The main decision is still ahead: not “how do I register” but “where do I apply, and in what order”. It is the order of priorities that most often decides whether you get a state-funded place.
Here is what matters to know straight away (per the 2026 Admission Procedure):
Since the priority is a decision with no room for error, it is worth working out before you apply. The logical next step here is to estimate where you actually get a state-funded place with your score, and to order your priorities sensibly:
The dates of the 2026 bachelor’s admission campaign on the basis of the NMT are confirmed by the Ministry’s official “Applicant Guide 2026”. Here is what to go by:
Register early if you are aiming for a state-funded place. The account can be created right up to 15 October, but applications close on 1 August. The sooner your account is ready and your details checked, the calmer you will be when submitting applications and ordering priorities.
The registration deadlines for creative competitions and interviews for certain categories may differ — check them in the admission rules of the particular institution.
Registration of electronic accounts for bachelor’s admission started on 1 July 2026, and the accounts stay open until 15 October. Electronic applications to institutions can be submitted from 19 July to 18:00 on 1 August. If you are aiming for a state-funded place, register early — by the end of July.
You need: a working email (it becomes your login) and a password; your NMT certificate (number, PIN code, year 2023–2026); the series and number of your school certificate; an identity document or tax number; a +380 phone number and a colour 3×4 photo (JPG or PNG, up to 1 MB). You do not have to upload scans of your school certificate — only its details.
Once the form is filled in, an email with an activation link arrives at the address you gave. Follow it within about 15 minutes — otherwise the link expires and you have to go through registration again. If there is no email, check the “Spam” and “Promotions” folders.
First check the “Spam” and “Promotions” folders in your mailbox. If there is no email, resend it from the account login form. Make sure the email was entered without mistakes and that it is not a blocked service (mail.ru, yandex.ru). Activate straight away — the window is only about 15 minutes.
The most common reason is a discrepancy with the EDBO data: your name, date of birth or document details. Check the documents character by character. If the data still will not pull through, register in person at the consultation centre of any institution — an operator will enter or correct the details in the EDBO database.
You need a colour, “passport style” photo of your face (not a selfie) with a 3×4 aspect ratio, in JPG or PNG format, up to 1 MB. If the file is heavier than 1 MB, compress it. It is the only file uploaded when registering the account.
Across the whole campaign — up to 10 applications in total across all funding sources, of which no more than 5 for state-funded places. Each state-funded application is assigned a unique priority: 1 is the institution you want most. Once an application is registered at an institution, the priority cannot be changed.
Yes. By default all bachelor’s applicants submit applications only electronically through the account — for state-funded and fee-paying places alike. If there is no NMT (certain categories), identification goes by identity document or tax number. A paper application applies only in the defined exceptions, for example for foreign nationals without a residence permit.
No. Once the first application has been submitted, making any changes to the electronic account is impossible. So before applying, be sure to check that your NMT scores have been pulled through correctly and that your personal data and document details appear without errors.
No. Motivation letters as part of a bachelor’s application were abolished in 2026 — you do not have to submit them. This requirement has disappeared compared with previous years, so outdated 2024–2025 guides are no longer accurate on this point.
Higher education institutions run admissions committee consultation centres — that is where to go with any discrepancy in the EDBO data or any technical problem. There is also the EDBO support hotline: the email vstup@inforesurs.gov.ua and the phone numbers given at vstup.edbo.gov.ua.
