Quota 1 and quota 2 in 2026: who qualifies and how many places.

Source of the rules: Ministry of Education and Science Order No. 373 of 26.02.2026, Section IV (items 13–14), Section VIII (item 13) · zakon.rada.gov.ua/laws/show/z0374-26
Important: how quota 2 works in 2026 was clarified by the Ministry’s amendment of 07.07.2026 — see the block below.
A quota is the share of state-funded places set aside for a particular category of applicant, so that they compete against each other rather than against the whole field. Two quotas operate in 2026: quota 1 and quota 2. They differ in who they cover and in size. Let us take both.

| 40% at relocated institutions and institutions in 5 oblasts* |
| Sub-competition | A | B |
* Zaporizhzhia, Mykolaiv, Sumy, Kharkiv and Chernihiv oblasts.
Who qualifies (Section IV, item 14):
Size (Section VIII, item 13): by default 10% of the maximum (total) volume of state-funded places, with a minimum of 1 place; at relocated institutions up to 30%. Rounded to a whole number, never fewer than one place.
The exact definition (Section I, item 6): quota 1 is a defined share of the state-funded places that may be used to admit applicants on the basis of complete general secondary education or NQF level 5 who are entitled to special admission conditions (except people entitled to quota 2).
In other words, quota 1 and quota 2 do not overlap: if you fall under quota 2, that is the one you go through.
Who qualifies (Section IV, item 13): people whose place of residence is registered (declared) in a temporarily occupied territory or in a settlement classified as an area of active hostilities.
Size (Section VIII, item 13): by default 10% of the places (min. 1 place); up to 40% at relocated institutions and at institutions in Zaporizhzhia, Mykolaiv, Sumy, Kharkiv and Chernihiv oblasts.
The original wording of the Order (and many guides still) added a condition: quota 2 was for those who “are in the territory or left it after 1 October of the year preceding admission”.
That condition has been removed. Under the Ministry’s clarification of 07.07.2026, everyone from occupied territories and areas of active hostilities is entitled to quota 2 in 2026 — regardless of when they left (including people who left back in 2022).

A quota does not “enroll you automatically”. All it does is:
If there are not enough quota places, or they are not all filled, the applications move on to sub-competition V (the general competition) — and any unused quota places go there too.

Can you be entitled to quota 1 and quota 2 at the same time?
No. By definition quota 1 does not cover people entitled to quota 2 — quota 2 applies.
How many applications can you submit under a quota?
The overall limit is up to 10 applications, of which up to 5 for state-funded places (Section III, item 8). The quota works within that limit, and priorities work as they do for everyone.
Does a quota guarantee a state-funded place?
No. It improves your odds (a separate track plus reserved places), but the decision still comes down to your competitive score.
Which documents prove entitlement to a quota?
The list of documents for each category is set by the admission rules of the particular institution — check them on the university’s website and in EDBO.
Entitlement to a quota is half the job. The other half is your competitive score:
