The EDBO account: registration, application limits, statuses, dates.

At 23:40 on 31 July Sofiia finally decided to submit her applications. The site froze, the activation email would not arrive, and her mother was already googling “EDBO not working who do I call”. Sound familiar? The applicant account is in fact a straightforward tool once you know its logic and do not leave everything to the last evening. Let us go through the whole technical side: from registration to enrollment, with all the statuses, deadlines and tech support numbers.
Applicant accounts are open from 1 July to 15 October 2026 (the Ministry’s Applicant Guide). To register you will need:

After activation (the email is valid for a limited time — activate it straight away) you enter a phone number in +380 format and upload a colour 3×4 photo (JPG, up to 1 MB). That, incidentally, is the only file you have to upload at all: scanning your school certificate, its grade supplement or your passport is not required — the system pulls all the data from the registers automatically.
No NMT certificate (applying by interview, or for a fee-paying place on another basis)? Choose the “I have no NMT certificates” option and register with your education document.
The classic case is “the details do not match”. The most common reason: you changed your surname after receiving your education document, or there is a typo in the database. The solution: go to the admissions committee or consultation centre of any institution — they will correct the details in EDBO. Or write to tech support (vstup@inforesurs.gov.ua) with scans of your documents and a screenshot of the error.
Smaller problems: the activation email in the “Spam” folder, the wrong keyboard layout in your password, an outdated browser. Forgot your password — the “Forgot your password?” button; after several failed attempts the system temporarily blocks the login, so do not hammer the keys — wait five minutes.
In 2026 the rules have been updated, and you need to know this:
The key bachelor’s dates (Ministry of Education and Science): applications are accepted from 19 July to 18:00 on 1 August. Recommendations for state-funded places — by 6 August, confirmation of your place — by 18:00 on 11 August, enrollment — by 13 August. From 14 August the second wave of fee-paying recommendations begins — for those who did not get a state-funded place or turned one down.
Master’s programs: applications from 7 to 22 August (18:00), the same 10/5, priorities apply too (the details).
On choosing the order of your priorities we have a separate detailed guide — “How to order your priorities”. Here we will only repeat the iron rule: a priority cannot be changed once an application has been submitted — the Ministry confirms this. An application can be withdrawn without losing its priority only while it has the status “Registered in EDBO” — once the institution has taken it into processing, there is no way back.
And one more thing: if you are entitled to benefits (a quota, an interview), confirm them at the admissions committee before you submit your first application, otherwise the system will not see them. How to do that is in the guides on quotas and on benefits for combat veterans and defenders’ children.
Once submitted, an application lives a life of its own, and you have to follow it in your account. Here is the full dictionary of statuses in plain language:
A recommendation is an invitation that has to be accepted by 18:00 on 11 August. The ways to do it (Ministry of Education and Science):
For applicants under 18 the contract is signed by their parents — they will need an electronic signature or a personal visit too. Original documents can be submitted in person, by post or as scans with an electronic signature. Applicants liable for military service also need their military registration document on enrollment.
What happens if you let it slide: fail to confirm your place and the recommendation is annulled, and a state-funded place is closed to you for this year (Education.ua). Fail to bring the originals in time or to sign the contract and your enrollment is cancelled. Fail to turn up for classes within 10 days of the start of the semester and you are expelled by order.
The account is not working / freezing. Try another browser, clear the cache, wait an hour — on peak days the servers are overloaded. That is exactly why you should not submit applications on the final evening.
An application has vanished / the status looks odd / the data has not pulled through. Write to EDBO tech support (the Inforesurs state enterprise): vstup@inforesurs.gov.ua, phones (044) 290-18-13, (067) 551-24-74, (093) 342-38-63, (095) 281-13-54 — the contacts are on the vstup.edbo.gov.ua home page. Be sure to attach to your email: a description of the problem, a screenshot and scans of your documents. That way the question is settled with the first email rather than the fifth.
Questions about the admission rules (not technical ones). The Ministry’s consultation line: 0 800 504 570, email vstup2026@mon.gov.ua (open until 31 August). For applicants from the temporarily occupied territories there is a separate line, 0 800 50 44 25.
Problems with your NMT results in the account. The results appear once the data has officially been transferred by the UCEQA — if they are missing for a long time, contact the UCEQA: (044) 486-09-62.
A conflict with an institution (an unlawful refusal, a breach of procedure) — the education ombudsman.
Can I submit applications from my phone?
Yes, the account works in mobile browsers. But for the electronic signature and confirming your place it is more convenient to have both Diia and a computer to hand.
Can I apply to the same specialty both for a state-funded and for a fee-paying place?
Yes — those are two separate applications with different priorities. The Ministry even advises alternating them if a particular institution matters to you above all.
How much does submitting applications cost?
Nothing. Registering the account and submitting applications are free.
Is a motivation letter definitely not needed?
When submitting applications — definitely not: in 2026 compulsory motivation letters were abolished, for bachelor’s and master’s programs alike.
What is the minimum score for a state-funded place?
A competitive score of at least 130; for law, international relations, public administration and the medical specialties (medicine, dentistry, paediatrics, medical psychology) — 150, and for pharmacy — 140 (Ministry of Education and Science).
The full version with all the waves is in our 2026 applicant calendar.
