How a benefit differs from a quota, and the documents you need.

A benefit is the right to special admission conditions.
Examples of benefits are:
Benefits are available to:
A quota is a separate share of the state-funded places, reserved for certain categories of applicant.
There are currently 2 categories of quota: quota 1 and quota 2.
Quota 1. To be entitled to admission under quota 1, the applicant must belong to one of these categories:
Quota 2. Quota 2 is available to these categories:
Foreign nationals have their own types of benefit and quota, determined by their citizenship and their legal status in Ukraine.
For certain benefit categories, admission within their quota can be based on entrance examinations at the institution instead of sitting the NMT. For example, an applicant may be enrolled on the basis of an interview.

If an applicant registered for the NMT but did not turn up for the test, or did not reach the threshold score on one of the subjects, admission through an interview is impossible.
For more detail on entrance examinations under quota 1 and quota 2, contact the admissions committee of the institution you have chosen.
Quota 1 is set at up to 10% (or 30% at relocated institutions) of the maximum volume of state-funded places.
Quota 2 is set at 10% (but no fewer than one place), and 40% at relocated higher education institutions.
First of all you need to prepare the documents that prove your entitlement. The list of required documents is at this link..
Upload scanned copies of the documents to the applicant’s Electronic Account (EDBO). You do this right after registering the account, or while filling in your personal details — BEFORE adding applications to specialties and confirming them. In the relevant sections of the account (for example, “Documents” or “Benefit details”), upload clear scans of the supporting documents in the formats specified (PDF, JPG).
Flag your entitlement when submitting applications to specialties:
When you add each specific specialty to your list in EDBO, the system will usually offer you the appropriate grounds for the benefit from a drop-down list (based on the documents you uploaded). Be sure to select the right grounds for every specialty you are claiming a benefit on.
To avoid problems with benefits and quotas, we recommend contacting the admissions committee of the institution you want. Claiming a benefit is a personal, sensitive procedure carried out individually with each applicant, and the documents required can differ.
Once the ranking lists start being drawn up, your electronic account and the public rankings for each specialty will show your benefit category (for example, “Combat veteran” or “Internally displaced person”). For categories with priority enrollment (orphans, people with disabilities) they also show whether you fall within the quota (for example, “Recommended for enrollment within the quota”).
Important: check carefully that your benefit is shown correctly! If there is a mistake, contact the university’s admissions committee or EDBO support immediately.
After you confirm your consent and the enrollment order is issued, you must submit the ORIGINALS of all documents, including those proving your entitlement to the benefit, to the university’s admissions committee within the deadline they set.
If an applicant is refused enrollment under special conditions because there are not enough free state-funded places within quota 1 or quota 2, they can still apply on the general terms.
